Buoy Drop!

The Kitsap Transit publicly-funded renderings released by KT in October underrepresented the scale of their proposal for moorage at Harper Pier.

This Saturday, Friends of Harper Pier members will outline the footprint of the proposed float and ferries using buoys and crab floats to visualize the proposal on-site, in its environment.

Join us at the pier to witness the art installation and discuss the proposal’s impacts and Southworth as the alternative location for moorage.

High tide at 1 PM. Open to all; share the event with your friends!

We are attempting to create clearer images of the scale of Kitsap Transit's moorage float. This drawing uses an engineering plan of Harper Pier overlayed with the proposed float and ferries at the end in color based on Kitsap Transit’s description.

We believe the float has an 8' freeboard. The means it sits 8' above the water. At high tide, the float surface would be above Harper Pier!

The next Kitsap Transit Board Meeting is this Tuesday, November 16th.

John Clauson has indicated that this meeting will be primarily a review of the 2022 Budget. The agenda can be viewed here.

The Capital Budget line item ($5 million) concerning the ferry moorage issue has been renamed from “Harper Dock Purchase and Improvements” to “Mooring Dock Alt. Analysis, Purchase and Improvements”.

We are STILL watching and listening for an amendment to allocate funds for a feasibility study of the Southworth location comparable in scope and funding as the study currently underway for Harper Pier.

Report on November 2nd KT Board Meeting

At the opening of the meeting, Jill Boltz reported that many letters and one voicemail had been received and were part of the Board members' packets! THANK YOU TO EVERYONE WHO MADE THE EFFORT TO VOICE YOUR CONCERNS!

During the Executive Director Minutes, Mr. John Clauson reported to the Board on:

• Harper Community Meeting – about 75 people in attendance, 321 views of the meeting recording. (We counted about 53 people watching via YouTube Live the night of the meeting.) Mr. Clauson reported that the meeting was a success and that it was “civil.”

• Kitsap Transit has posted FAQs from the Harper Community meeting on the KT website. The FAQs list 19 questions with answers and provide some information, but not all of our questions were answered. The list is not easy to find. On www.kitsaptransit.com, search “FAQ”, then choose “Fast Ferry”, and click on “Harper Meeting FAQs”. Or follow this link.

• If your question wasn’t answered at the meeting, is not answered in the FAQs, and you still want an answer, PLEASE send off an email to the Kitsap Transit Board now! Mr. Clauson made it sound that all the questions were answered, which we know is NOT true. (jillb@kitsaptransit.com in case you haven’t memorized the address by now.)

• Mr. Clauson reported to the Board that he has requested KPFF, their consultants, put together a scope of work and price for a study to be done analyzing Southworth as a mooring location. The request must have been made VERY recently as a formal request for information about this came back yesterday reporting no activity related to evaluating Southworth. We will be listening for an announcement of funding for a Southworth study at the next Board meeting - November 16, 2021

• Two people spoke regarding Harper Pier during the Public Comments period.

• One Board member, Joe Deets, Councilmember City of Bainbridge, followed up on the public comments asking Mr. Clauson if questions were answered when asked by the public. Mr. Clauson only answered that questions at the Harper Community meeting were answered at the meeting or via FAQs. He did not answer in regards to letters sent into the Board or to Kitsap Transit.
